"half a service"

Did half a 100 amp service the other day. Someone at one point changed the panel to a GE 100 amp but left the 60 amp feed, so I upped to100 outside, new meter, ground rods, etc. I was going to leave the ground inside alone, ridgid conduit to the water main, but I saw that they had the conduit just stuck through a knockout with no connector.(and no way to put one on.) In my infinite wisdom I decide to cut the pipe short and run a new ground wire. Now I always use #6 green thhn for 100 amp, which I ran out to the rods. But having no more #6, I ran #8 solid bare I had in the truck from a recent pool. Ty rapped to the old conduit. Violation? no protection? I got a call to call the inspector tomorrow, I figure that has to be it.
 
Turns out he wasn't worried about the # 8 ground, he wanted me to take the cover off for him because the panel was over a workbench and technically not accessible (in his view). I don't have to move it, they don't have to take their bench down(cause like he said it will go back up as soon as he leaves), he just doesn't want to sit on the bench like I did too remove the cover and work on the panel. Can't blame him.
