I am bidding on a plan with a hallway in between the kitchen and dining room that has a wet bar in it. Do you think I can power the 2 counter receptacles from the two kitchen circuits?

Usually, I see these refered to by the term "Butler's pantry", so it would meet the criteria of 210.52(B)(1) and (2). OK to wire from the SA circuits IMO.

Forgetting 90.1(B); 210.52; etc for a moment....

Do you think you should power the 2 counter receptacles from the two kitchen circuits?

would you want to? most bars end up with blenders and such getting
used a lot, and nobody wants the breaker tripping in the middle of
holiday season, when the bar and kitchen are being used at the same time.
there's blenders out there that require a dedicated 20 amp. circuit.
this one comes to mind:

i'd throw a #12 homerun in for it, but i have been known to overkill stuff.

I am going to bid it on the kitchen circuit, but will pull its loop down into the basement, and put them at the end of the run, so that it can be spliced and re-fed if it needs to later, should they decide to add a "super blender"

Excellent notion! I am sure the owner will appreciate the extra effort to make a future addition easier and cheaper to install.

Before pulling the loops ~ nice shot at an extra there....if they don't want it, no loop.
