Halo H7T to Halo H7ICT Tunnel Swap

I just purchased a new house in El Dorado County in California. Although all the permits are in place and passed in 2000, the electrical inspector obviously did not do his job. All the neutrals and grounds were crossed in the 3 sub-panels, inside wire was daisy chained through receptacles and non IC Halo H7T (non IC) fixtures were installed in vaulted ceilings next to insulation. I've remade up all the subs and every receptacle box in the house (4000 sq ft). Wires were just falling out of wire-nuts, I had open neutrals and grounds, hot wires just stuck back into the walls without boxes or tape etc, etc. I'm surprised the house didn't burn down.

I don't want to tear up the vaulted ceilings to remove the H7T's and am thinking I can swap out the cans with the H7ICT's (IC) tunnels. The tunnels in those two look identical in size. The stuff I can get to I can put a hat over in the attic. It's either that or I'm going to put a recessed light converter into the non IC cans and surface mount an LED fixture.

I know it will violate the UL to swap the tunnels, but I have to do something to get rid of the non IC stuff.

Any comments or experience would be welcome...thanks.

I have done that exchange many times. The can is the important part not the bracket it sits in so I don't see the issue with changing it out.
