Hand hole cover for fibeglass light pole

I have a customer looking for a handhole cover for a fiberglass light pole. Can the cover be metallic or does it have to be no-metallic? If it is metallic, can the bracket attaching the cover to the pole be drilled and tapped for a ground screw so it can be connected to the ground wire in the pole?
