Handholes

Kingman Az.
I am being asked to install a 480 volt 100 amp panel at a "tank farm". I am OK with the panel but the drawings spec. out two under ground handholes (Jboxes at ground level). This is a new one to me, I am a industrial electrician and am used to working indoors. Can anybody give me some info about requirements and/or methods of installing these? Including different types?

The last major job I did, in Orlando, the inspector made my company have a listing company come to the site and "list" the 45 unlisted handhole enclosures on the site. A few thousand dollars later............ I persoanlly do not see where it actually tells you they do not have to be listed, granted, it does not specifically tell you they do either!:-?
 
The NEC is a "permissive" document. This means if one does not see that there is a restriction for use or a requirement for listing, etc... that those requirements do not exist. 314.30 and other locations referencing handhole enclosures do not show requirements for listing, hence there is no requirement for listing.

How an inspector or AHJ can come to a job requiring a product to be field investigated for listing when the NEC or local code does not require it and...then expect the contractor to actually pay the extra cost leaves me bewildered.
I think that sometimes these inspectors loose sight of the fact the extra cost is coming directly out of the company's ( could be a sole proprietership) pocket possibly hindering his/her chance of making an income.
 
The only thing to watch for is there going to be cars,trucks etc. driving in the area? The boxes must be traffic rated.

I am not too sure how a jurisdiction can require all equipment and material to be listed for installation. There are many items in our industry that do not have a listing.

What would you do during an inspection if you see the installer using a yellow or red wirenut to splice the equipment ground conductors together? Are you aware that very few wirenuts are listed for terminating equipment ground conductors? How about the barrels...not listed for grounding purposes.
Are you aware that green ground screws are not listed?
How about pipe straps?
How about screws, fender washers, Caddy equipment???
I could go on for a very long time...


I am not shooting the messenger, but a jurisdiction that has a requirement such as you state is not too aware of what is available and installed every day in our great industry.

This is Lee county. I worked in Sarasota County for 30 years and it was the same thing there. Nobody questions the small stuff, screws, etc.
 
Thanks for the comments, what I am really after is methods of entering and exiting, is splicing legal? excuse the ignorance but the only other thing I can think of is pulling some covers and seeing what is alreday done. Or a website that may explain options.
