ADA and ANSI A117 require the middle of the switch to be no more than 48" aff. So if you install them 48" top the top of the box, your ok. 48" to the bottom of the box and it is too high.

We have seen a lot of problems with bond beams being installed in commercial masonary construction at 48" aff. The electricains just puts the box on top of the beam. Every outlet in the place was too high and the inspector noticed. Major problem...

Also, there is a minimum height for an outlet. I don't remember what it is but basically it is because someone in a wheelchair can't reach but so far down to plug something in. 18" aff is no problem but there is some lower limit. I use to put an outlet in the kick plate at the bottom of a library bookshelf (because there was no where else to put them) but this does not meet ADA.
