Handicapped Wheel chair lift

Not an NEC issue.

The requirements for "platform lifts" (used to be wheelchair) are found in article 620.

I think any such requirement is from other than the NEC.

I've been in school buildings that have lifts of this nature - no standby power at all in the facililty.

Not sure what one would do if someone were stuck on lift but can happen from other then power failure as well I suppose. Would not be surprised if some don't have manual cranking means of operating them or even have an on board battery.
 
AFAIK they don't need to be, but I think it's a really good idea. (If elevators need to be on the generator, I'd say that lifts do to even if not required.)
Elevators aren't required to be on a generator, that I know of. Now to be honest, here in CA the state inspects elevators, but we have many in buildings with no secondary power. They do have, I believe, an automatic ground floor return if the power goes out.
