handle lock outs or lock dogs

Wondering if anyone is familiar with lock outs or " lock dogs ". One has a screw that pushes against the breaker handle and the other just snaps in place. I beleive there are different applications for use. I am not reffering to a tag out. Do these fall under NEC or OSHA standards? Really appreciate any help to clear this up. Thanks in advance.

lock dogs like for for a fire alarm panel ?

Besides fire alarm panels they are used for 701.11(F) exception and 700.12(E) exceptions dealing with battery backed emergency lights.

NEC and NFPA I know require them, but never herd of OSHA required.
snap in or screwed in depends on the breaker manufacture
