Handle Tie Outside Quad

I thought quad breakers all had 2 sets of handle ties? Otherwise you could just use two twins, what am I missing?

HO can be had in a 15-30,30-15A for example. One breaker, two spaces, four poles, two inside poles common trip.
Does HOMELINE make a handle tie for the outside two poles of the HOMT quad breaker?
I was told by my local, friendly, always helpful Sq D dealer counter man, "No."

well, if they don't make this handle tie, then I wonder code prohibits all four breakers to be tied together and switch off/on together?

For instance, I have two ovens (cooktop and range) that will be turned off simultaneously with handle ties, because I don't have the means to do them separately. Is that against code?
 
Cuttler Hammer BR series quads have the outer two breakers held with a common tie. I'm fairly certain that they are connected by internal trip as well, however I rarely use that beast myself, so I may be off on that point. Seimans quads seem to be only one double pole in the middle position, with two individual circuit breakers on the outer sides. Ge does not make Quads as far as I know. SQ-D, you have to ask somebody else, I do not use them except for spec commercial panels myself. Pity.

i checked sqd catalog, dont see a handle tie for the outside pair of a quad, and they dont make one like the picture.
