Would like to know if there is a minimum distance from a sink in a public bathroom do to the potential of being in a gounded situation on sink?
 
Check the installation instructions, they may have a required distance from a sink. As for the NEC there is no specified distance for a hand dryer to be kept from a sink.

I can't find any such requirement. You may protect the circuit with a GFCI device, even if it is hard wired, if you would feel better about the installation.

By the way, welcome to the Forum.
 
Check the install instructions. I had a project where the install instructions required a GFCI breaker. Ever since then, I always put them on GFCI breakers.
