Have you been living under a rock for the last 5 years? HACR and AFCI devices are completely different concepts...
I would suggest doing a little bit of research and study into the two devices. This forum has plenty of information on the tow issues.

That is like asking what is the difference between an apple and an orange. Other than both being fruit, they are completely different.
Other than the fact that they both are circuit breakers, they are different and serve different purposes.
HARC breakers are used on HVAC equipment. AFCI breakers are designed to detect and interrupt arcing faults.

Haven't HARC breakers been discontinued as any breaker meets the requirements of HARC?

You are correct.
For many years (10+?), the HACR requirements have been included in the standard UL test procedure. So all breakers are technically HACR.
But "HACR rated" is still available as an optional label. So some manufacturers still label their breakers to prevent/reduce arguments with un-informed parties.
