Hard or Soft Drawn Copper Ground cable

What is typically acceptable for use as an underground ground ring for bare, tinned copper conductor, hard or soft drawn?

I believe that the only requirement is that the conductor is bare and made of copper. My guess is that any bare copper conductor of the proper size is acceptable. Personally I would use the cheapest bare copper conductor I could find.

The only place I have ever seen this item specified was on federal construction projects. They always seem to require hard drawn.
