Hard wire a dryer

IS their anything in the 2011 nec that prevents you from hard wiring a dryer? in a older home. or a new home.
 
No, but by not having a plug/receptacle you no longer have a disconnecting means at the appliance and would need to add a disconnect or locking provision at the breaker should be acceptable as well. If the breaker happens to be within sight of the appliance then no additional disconnect or locking provision is needed.

This is a type of appliance that is removed frequently enough many users would prefer plug/receptacle as they don't want to call an electrician or appliance guy just to move it temporarily to clean behind it or even change out with new unit - though that sometimes presents them with problems new one doesn't have a cord or has the wrong cord to match their receptacle.

That's why you grab the cordset from the old dryer. ;)
