It depends on the mfg specs, and if allowed by them, you would have to put a disconnect in sight of the range or use a breaker lock.

For condominiums, I always advise the developer to install electric outlets beside the gas. A condo owner wants to be able to decide for himself. When the developer finds out how much $ they can save by leaving them out, they leave them out.

you can. it is not unheard of especially with commercial equipment.
but it is not common and my suspicion is most times it will be more cost effective and convenient to have a plug.
you would also have to consider what the manufacturers instructions direct.
