Do you mean LICENSE?
The county I live in used to give apprenticeship license based on total verifiable on the job training. However, they have dropped this and now only provide Journeyman and Masters.
Unless your state or community has job ratios or employee quotas, there really is no point of licesning apprentices or helpers.
