Haz Loc Disconnect

I have a customer installing an above ground fuel tank with dispensers on each end. The tank is 1/2 diesel and 1/2 gasoline. Can the code required disconnect (disconnecting hots and neutrals), that is required to be at least 20ft and no more than 100ft from the dispensers, be the two 15/2 switching neutral breakers instead of a single disconnecting device (contactor etc)? The panel with the breakers (15/2) that will supply the fuel pumps and dispensers will be located on a back board outdoors in a location approx 80ft from the dispensers. There will be a building built at the panel location in the future at which time I will re-establish a disconnect on the building closer to the fuel tank location.

514.11(A) says in part:

Single-pole breakers utilizing handle ties shall not be permitted.

Other than that, it sounds OK.
