hazardous location--conduit\bonding

Article 501.30(a)-(b)
I have an installation--on a gas station where the RMC comes out of the ground at the wireway on the building--exterior-not in the C1D1 area. We bonded the RMC below the wireway per 250--via ground clamps.
Our inspector--stating 501.30 is requiring us to run RMC--or EMT w\ appropriate bonding methods all the way back to the panel\ main service.
We have always coverted to PVC at this point and ran it back to the panel.
My question -Is PVC acceptable and where does the bonding point come in to play here--the wireway or the panel?(if PVC is allowed)
501.30(a) exception states that bonding is required only to the nearest point where the grounded circuit conductor and the grouding electrode are connected together---I read that as being the equipment grounding conductor that is pulled in the raceway to the wireway from the panel--Is this correct?
Also can someone explain 501.30(a) comments in the NEC handbook pg.712
which states (in reference to the exception to 501.30(a) If the service equipment and the electrical equipment operating in the hazardous location are not in the same building or structure ---the bonding requirement is not necessary. Does the statement I made above--equipment grounding conductor satisfy this requirement--it is bonded at the main before the branch circuits which are on the load side of the disconnecting means of the building.
