on a valve operator that is in a class one division 2 location that vents only when operated(not a continuous vent) instrument gas to operate under low pressure (under a 100psi) is the electrical fittings used in this location within 3' of the venting need to be class one div 1 fittings or can we use class one div 2 fittings?

the fittings used have to be suitable for the area classification.

maybe the real question should whether an area around the vent should be reclassified as division 1.

It should be. The real question is the Division 1 envelope's hazard radius. Depending on the standard used as the basis it could be as much as 10' where the process pressure involved is 100 PSI.
