Is a mechanical room with a gas WH considered hazardous? If so, under what classification? Is service equipment permittable? Thanks.

Good point. FPN #2- at the end of 500.5B2, had me wondering, does that mean piping with valves would be C1D1?

No - just the opposite, in fact. If it has "...valves, checks, meters, and similar devices..." it might be Division 2; but not 1. In general, closed piping systems that don't have devices that relieve to atmosphere by design, are not required to be classified at all.

BTW that is why your basement isn't classified. If your water heater and/or furnace are gas type, their control valves are strictly automatic shut-offs. There is nothing that intentionally relieves. Occasionally, locations around outdoor meters, may effectively have a small Division 2 envelope (usually about 3') caused by the regulator dropping the pressure. While they have a very low probability of leaking, they still can and the "main-line pressure" may be enough to cause modest leak concerns.
