Okay, I found an ideal fixture for my application istalling it in a Class II, Div 1, Group F area(coal dust). The fixture states that is rated for a Class 1 Div II area. Can a Class 1 rated fixture be legally installed in a Class II area? Just asking because I once heard that a Class 1 rated fixture CANNOT be installed in a Class II area unless it is tested and listed for it.

You're right it must be rated for it.

502.5 Explosionproof Equipment. Explosionproof equipment and wiring shall not be required and shall not be acceptable in Class II locations unless also identified for such locations.

The issue is the maximum permitted surface temperature of the fixture. Class II installations often have a lower maximum rated temperature than Class I locations. The Class II equipment also has to account for the insulation factor and temperature rise that is caused by a build up of the combustible dust on the equipment. Many fixtures and other equipment are listed for both Class I and Class II areas, but some are not.
