Does anyone know if a hazmat storage building has to have explosive proof connections to it. What is the radial distance from this building that other 120V outlets should be explosive proof boxes have to be, if required?

It depends on several undisclosed factors. Most likely, if the materials are only stored it is unclassified; but see Section 500.5(B)(2) FPN No. 2. This will ultimately lead you to NFPA Standards 30 and 58 where the "undisclosed factors" are discussed in detail.
