I think requiring animal 'hospitals' to comply with 517 would do more harm than good. It would raise the costs of opening new ones and in many cases they are already short on money.

Now, as to the OP, No I do not think that it should be changed. While I am a huge advocate of animal rights, I agree with Iwire that that the costs would be prohibitive to raise animal care areas to the same level as humans. As stated the existing sites and future expansion would suffer undue hardship, and animals would be worse off.

For the most part, all the vet sites I have patronized have standards that I believe are sufficient.

Its snowing here too and the whole world is shut down. All it takes is 2" here
