HCFC termination

had a roll of 12/2 HCFC cable and it came with a some wiring instructions that said to cut off the aluminum ground wire at the outlet box and at the panel. can someone confirm this. cable is to expensive if we cut it and it's wrong and fail inspection. Is that extra ground just for the sheathing? thanks
 
That is not a ground wire but a bonding strip. It's only purpose is to be in contact with the metal sheath which allows the jacket to qualify as an EGC. You can just cut it off at all of the terminations.
 
The small strip in the BX and HFC cable is just a bonding strip. It shorts the turns of the cables jacket so it is like one piece of metal instead of a giant coil.

It can be cut flush when you strip the jacket.
