Part 3:
Essential electrical system 517.25. The scope requires a limited
amount of lighting to finish procedures during the time when
normal service is interrupted.
Does this mean emergency lighting is required in an area
where a doctor sutures wounds, injects needles, or a
dentist extracts teeth and does root canal?
2008 NEC is used in our state.

Scope.which is considered essential for life safety and orderly cessation of procedures during the time normal electrical service is interrupted for any reason.

I do not think this explicitly can be answered within the NEC, yes it is referring to emergency power, in most doctors offices that would mean unit equipment could satisfy that requirement. But when it comes to Doctors offices it is actually going to be up to the administrator of the facility to decide what type or what areas outside of required egress is essential .
