I am wiring a chiropratic center and have been told by the AHJ that I must conform to Article 517. By his definition this means installing "hospital grade" mc cable. By my understanding of Article 517 regular mc cable and it's outer sheath meets the requirments. Comments.

250.118(10) - along with the 2006 UL White Book (PJAZ) -there is now 4 different types of MC listed by UL. (Prior versions of the White Book only had 3 types of MC listed)
So it would depend on which type of MC cable you are trying to install. You mention "regular" MC... regular can be something different for anyone in this industry, as "regular" MC is not defined.

According to Article250.118[10]a.The combined metallic sheath and grounding conductor of interlocked metal tape-type MC cable are accecptable as an equipment grounding conductor. When installed with listed connectors, is this not sufficient to meet the requirments? I will find out the specific type of MC tomorrow but I appreciate all the input today.
 
As Pierre mentioned the White Book, here's a link to their online White Book link on MC Cable.

Cable with interlocked armor that has been determined to be suitable for use as a grounding means has interlocked aluminum armor in direct contact with a single, full-sized, bare aluminum grounding/bonding conductor. This cable is marked to indicate that the armor/grounding conductor combination is suitable for ground.

The language in 250.118 isn't terribly clear, but the White Book is. The "grounding conductors" referenced is the one that makes the sheathing continuous. The sheathing of what I call "regular" MC is not a redundant grounding path. It's only deemed good enough for bonding itself, not for a redundant path down the way.

Yes, combined they can serve as an EGC but not separately.
