Heat cable ok in underground pipe ?

Was talking to a friend who had a contractor who installs roof gutter leader heat cable and the contractor said it was illegal to install it in the pipe that was underground going across his front yard.

I've installed the self regulating type but always down to the ground level as the other end if the ground drain was never visible. ( like other than underground to the driveway or street.

I would think it's not a problem but does anyone know if it is against code to install it in underground pipe?

I am not aware of rules in the NEC, but expect it may be a 110.3(B) issue.
