I've been looking through the NFPA 72 for a code that states that heat detector is not require if the sprinkler head is below 24inches. anyone?

I don't believe you will find that in NFPA 72.

Earlier versions of ASME A17.1 said "Means shall be provided to automatically disconnect the main line power supply to the affected elevator upon or prior to the application of water from sprinklers located...in the hoistway more than 2ft above the pit floor."

Later versions of ASME A17.1 say "where elevator equipment is located or its enclosure is configured such that application of water from sprinklers could cause unsafe elevator operation, means shall be provided to automatically disconnect the main line power supply..."

I think the idea is that there is no elevator equipment in the pit, so no need to disconnect the main power supply.
