Heat Pump Fuse Protection

A sales rep is saying I don't need fuses for a heat pump when the cut sheets list "Maximum Fuse Size". He said I can use fuses or a circuit breaker.

I'm sure that's wrong, but I can't find anything in the NEC that says anything about this. Is it in the UL listing?

Where can I find this so I can show the rep he is wrong, or am I completely wrong?
