I have two heat pumps each needing a 100A ,I want two set a single 200A panel and feed both from it I cannot find anythig that prohibits this any input would help.
 
As long as you provide proper overcurrent protection (ground-fault and short circuit protection), and properly size branch circuits to each unit from the 200-ampere panelboard, you should be good to go.

If we assume the 100 amps is already figured in with the 100 amp breaker and feeder than you would not need to do it again. Also I would not consider a heat pump continuous load but it doesn't matter since we need to figure it at 125% anyway.
