I think it would be a good idea, but I am not aware of a specific code section that requires GFCI protection for the heater. That being said, a heater of that size is likely cord and plug connected and 547.5(G) would likely require that the receptacle that supplies the heater have GFCI protection.

Horses don't like getting shocked, it can cause them to not EVER want to drink out of a tank again. So for the cost do the GFCI

Although, depending on the installation details, the GFCI may not trip until the first horse drinks from it. :happysad:
For best results you also need an EGC or earth ground to the tank.
