Heating equipment and NEC 220.82

I have a small question,

Would a towel warmer or tub heater need to be calculated at 100% when doing NEC 220.82 calculation?

I'd consider it as a piece of kitchen equipment. The treatment would fall under 220.54 I guess.
But the fact that it's not even kitchen equipment... not sure why you would consider it to be part of 220.54

Can it run continuously for three hours or more?
I am not sure, so if it is more than 3 hours then I count it as 100%? where does it say that? Is it part of 220.82(C)(6)?

It's a "cloth" dryer, that's why. It is best to try the internet and see that those loads are considered as "kitchen equipment".

I don’t cook lol. What is a cloth for in the kitchen? Towel warmer might be for bathrooms?
