I have a 1200a main disco with an assembled 4 bank meter stack and a 3 bank meter stack for a 7 unit townhouse. The meter packs end up being taller than the main disco and I know the main disco breaker can’t be greater than 6’7” but I’m wondering if the top globe on the 4 bank meter stack has to meet a max height requirement so I can base my service layout off that height requirement when I build it
 
That height of meters is more of a POCO question. Your local POCO should have an installation manual, most likely on line.
 
The NEC has no requirement for meter height but many POCOs do. Some are strict about this. Check out their service standards first.
As you noted, the MB can't be higher than 6'7" but the individual feeder breakers height would also be included of course for height restrictions.

I understand that yes so then why would the POCO have final say in this why couldn’t I just install it so the individual breaker on the meter pack doesn’t exceed 6’7” regardless where the top meter globe is

Because the top of the meter may be higher than the POCO allows. You need to check with them. As already stated, the NEC doesn't have a say in the matter.
