Height of switches, 404.8(A)

Im trying to get some opinions here, if you have a lighting contactor above a panel, does it have to comply with 404.8(A)?

All switches and circuit breakers used as switches shall be located so that they may be operated from a readily accessible place. They shall be installed such that the center of the grip of the operating handle of the switch or circuit breaker, when in its highest position, is not more than 6'-7" above the floor or working platform.

Could you put it say 10' AFF if you wanted to if the contactor controls say 8 lighting circuits.

If you are not physically touching the contactor to operate it, then 404.8(A) does not apply.

I agree with Jim, A contactor would not fall under 404.8(A).
