Is there a minimum height for wall outlets in an office ? My customer wants them 11” to top of outlet. Thanks

It would depend on whether or not there is some type of ADA compliance required.
It could be worse. Back in the 1970s I did half of a floor in an office building that was leased by the Xerox Corporation. Specs called for the receptacle wall outlets to be installed horizontally above the wall base. If that wasn't fun to trim out.
Better yet all the single gang wall switches were spec to be installed horizontally at door handle height. Switch handle off position toward the door handle.
