Hello Everybody I have a question with a milbank meter?

Do you know what is the purpose of the nut (its always painted) its is below the meter connection in some millbank meters as [h=1]U9801-RXL Meter Base[/h] ?
 
Thank you! and yes I see some electricians using that bolt as bounding but I heard from others "that bolt is not for bounding it is for hang a device (they didnt specify what kind of device)" I already asked milbank but they didnt answer XD
 
I’m throwing in with ground lug
when you connect the ground wire going to the rod, the meterbase isn’t bonded through the plastic or any of the screws that hold the plastic in place.

we have lots of them on our system. Most aren’t bonded

Milbank's instructions calling it out as a ground lug is one thing. The local Power Company has it's own rules that also govern what can be done inside the meter base. I don't know your PoCo, but I do know that some PoCo's won't allow grounding electrode conductors inside their sealed cash register.

We do allow it. I figured the inspector would at least look in there once in a while.
 
The lug's there so they can sell the socket in markets that allow or require grounding there. No reason to manufacture two different products, track two SKUs, inventory, markets, etc.
