help 400 Amp service

I have a exsisting 200 amp service and send 100 of it to my house i just did a very large addition to my house.Im upgrading to a 400 amp service with split 200 amp . I have a new vary larg adittion to my house .I put a 200 amp sub in the addition and i wanted to turn the exsisting 100 amp in the house in to a sub. And feed off the new 400 with a 100 amp braker to the exsisting house and feed the addition with 200 amp braker . My problem is im doing it wih two seprite brakers and the inpector said i can not feed the house more than once.. is this right even if there subs

If the meter and main distribution panel is not at the house then you cannot feed the house with 2 feeders. (art. 225.30) If the 2 main panels are attached to the house then you run more than one feeder to the sub panels.
 
sounds like the new meter can gets 2 - 200a disconnects to it. one 200 will be an 8/16 with a 100a breaker and ser to the house panel. the other 200a feeds the addition. neutrals bonded at service and seperated from grounds at all other panels.
