Help ! Customer wants outdoor switch and outlet flush in concrete

How do I change above ground outdoor switch and outlet he uses year round flush below concrete surface ? They are both 12'' above ground now in 2 pvc boxes tied together. switch is in waterproof box and cover and outlet is in an 'in use' cover and box. They will be pouring concrete in a few days. I am at a loss.
 
I hope it's a wall but I read it as in a floor, drive or sidewalk.

They make boxes to install in concrete walls. Run conduit up to them and pull in wire.
I'm not particularly fond of those boxes because after 20 years or so the holes rust out or tight. Corrosion inhibitor on the screws help for future removal. Or holes strip out on the PVC ones the very first time.

Thanks. Very impressive. However, I'm not sure how I can also put an accessible switch in there too. Plus, if I told the customer the price, he will probably not like it. But thanks, it is ingenious design how even if completely flooded, the outlet stays dry. (in video)

The customer can get what they want, as long as they describe it on a large enough check.

I thought you could install standard devices in that ground box, which would include switches. However a completely waterproof switch should be possible.
