I wouldn't say you can automatically reduce the neutral in any service situation. 220.61(B) allows a reduction in MOST, but not all situations.
A commercial building with non-linear loads would be less likely to allow a reduction.

nevermind it didn't come up in the NJ test yesterday. I was just reviewing and I saw in a tom henry book about not touching the first 200 amps on a service for derating the neutral. It was for a residential service too. Not too many residential services that draw close to that in the real world. The test was worded pretty akward and I doubt they even understood most of what they were trying to say when writing it.

The first 200kva for a FEEDER OR SERVICE conductor is at 100%,the rest is rated at 70% for demand calculations.
