If the bonding conductor isn't required to go back to the service, does that mean we can use a UFER or ground rod?
No need for either.
That Section addresses BONDING and the intent is that all metal parts (and water) be bonded together do they are at the same potential.
Even though they will normally be grounded due to EGC connected to equipment, 680.26 only addresses bonding together.

Note that, except in the rare case of a pool having no associated electrical equipment, the application of 680.26(B)(6) will result in the pool bonding system being connected to the electrical grounding system.
