Help Me Identify This Wire/Cable ???Mining???It

It us the feeder for a sub panel all the way in the back of my garage. The reason I think maybe mining is because the previous owner was in the mining business. The conductors are copper but the outside is silver colored. The jacket is seriously thick. I can't find any markings anywhere.

What I'd like to do is sleeve it with EMT. Id also like to have a neutral back at that subpanel. Do you think I could run a neutral in the EMT with it? Right now it's 3 conductor with a braded shield for a ground
 
No idea what it is but if it's a cable assembly then you can't run an extra neutral even if you run it in EMT. 300.3(B)

(B) Conductors of the Same Circuit​

All conductors of the same circuit and, where used, the grounded conductor and all equipment grounding conductors shall be contained within the same raceway, auxiliary gutter, tray, cablebus assembly, trench, cable, or cord,....

Yeah I was afraid of that. It's like 130 feet long so I hate to buy new wire at like 3.50 per foot.

You should have seen the rolls of flexible cord that were in here that they used for 4160v. They took them when they left though :(
