Help on clearances

I have a home i might bid on that has an existion service crossing the property, connecting to the home beside a large side porch, running down the side and crossing over onto the porch side with a meter 4 inches off the concrete floor of the porch. that tells me the porch was an add on. the S/E then enters the home then down into the crawl space where...get this... a 6 fuse panel is located, without a cover, making u actually lay on your stomach to get to change fuses. I was concerned with the fact the panel didnt have a cover, and the inaccesability to change burnt fuses. The homeowner wants me to relocate the meter straight down from the attachment point and then back onto the porch and put an outdoor rated 20 slot panel under the porch roof. I was concerned however of the fact that if i would go straight down from the attachment point with Rigid 2" to hit the meter, the pipe would be less thasn 12 inches from a window, unfortunatley, the whole front of the house has windows , with spaces less than 10 inches between them. And because of budget, underground service is out of the question.

I saw no other attachment points on the front of the home. So if it is protected in rigid metal, can it be within 10 inches of a window?

10" from the window is fine for the conduit. Your concern is for the drip loop. Look at 230.9(A).
