Just change the ballast?

Or move furniture/desks while working at night after hours, then change the ballast, plus proper disposal of ballast, wipe down the lense and fixture, replace the broken tombstones, install new lamps while disposing of old lamps?

BIG difference.

40/45 if you are supplying the parts, I have used 25 per light. The worst case you would be installing 4 lights per hour, you should be replacing at lease 6. I have paid my guys 10.00 per ballast and made quite a bit just managing the job.

how high in air, merchandise/furniture/objects below ? have to move stuff out of way ? hazards ? wiring issues ? you need to accurately estimate time it will take you to rreplace based on job environment and go from there.
