help with 230.82

Can someone help me interpret the note beneath 230.82 (3)? Will a meter unit similar to Millbank #U3781RXL-200 be a sufficient disconnecting means? Im not sure what is meant when they say "internal meter bypass switches".

The internal meter bypass switch referred to the the Handbook note below 230.82(3) is the same as the meter bypass mentioned in the literature from Milbank. It is a switch inside the meter can which when operated, shunts around the meter so the utility can change it out without interrupting power to the customer.

It is not any type of a disconnect and should not be used as one.
