Help with a quick question

On a new 100a residential service, MLO panel, can you reverse feed a 100a 2pole breaker as the main? I don't believe you can but i can't seem to find the answer
 
408.36(D) Back-Fed Devices. Plug-in-type overcurrent protection devices or plug-in type main lug assemblies that are backfed and used to terminate field-installed ungrounded supply conductors shall be secured in place by an additional fastener that requires other than a pull to release the device from the mounting means on the panel.
 
Go to the catalog for the manufacturer of the panel and look under accessories. . .sometimes it gets real specific as to what the "fastener" is that will work for that make and model.

With the new 310.15 -b (6) rule.

I have to replace a 150 amp meter base combo feed through panel.
As you may know they are rare in my area. So I would like to install a 200 amp feed through panel.
I will use 2/0 cu. from the meter to the 200 amp feed through panel.
There is a breaker for an ac/heat pump on the outside panel.

Then the existing inside panel has a 150 amp main breaker.

So my question is, would I still be able to use the 2/0 copper to the 150 amp main?
The panel would be protected from overload by the 150.
The 2/0 it seems also would be protected from overload by the 150.
