can someone explain table 250.66 vs 250.66a

250.66(A) basically states that you can ignore table 250.66 (for sizes larger than #6) if you're connecting to a rod, pipe, or plate electrode. Even if you have a million amp service, the biggest you're required to run to a ground rod is #6.
