110.15 High-Leg Marking. It was moved here for the 2002 NEC as it applies to all electrical installations.
Keep in mind utilites typically want the high leg on the meter C phase.

Art-215.8,230.56,408.3(E) All these Art. will give you the ansewrs that your looking for also in the last Art. it states that the high leg needs to be placed in the middle how ever for metering purpose the high leg needs to be landed on the right/"c" phase.
