That site is pretty basic and the information is dated. DC hipot testing may damage your cable, if it is a short run you can use an AC hipot or better yet VLF or PD test.

In my opinion you would be better off hiring someone fimilar with cable testing, as mentioned you can damage the cable if you do this test improperly.
