wireman,

We have a similar project out here for one of those buildings here in DC....you know... "if I told ya I'd have to kill ya".. Pepco our poco has made arrangements for those inspections and we begin ours at the building. I am not saying thats the way things are done in your neck of the woods, but here......let some one else do it. I would not even know what the heck I was looking at.

Find a local company that specializes in electrical testing and maintenance, make sure they understand you want their top man, same man, for every inspection.

This is what I do, the specs probally call for someone certified to do this work that means NICET or NETA certified.

Put your state in here and call one of these guys, or if you want to tell us where you are I can make some recommendations.

Better use a cargo plane, lots of test equipment needed for a job like this, plus as I said, most subs like this require NETA certified testing.

As Zog knows I was NETA in the past but am no longer associated with that organization. I do work with around NETA contractors (DC has a wealth of NETA firms).

As the guy I learned most of my testing from use to say "This ain't wire nut voltage", you need a inspector that knows his stuff.

I am ex-NETA too, some specs say needs to be done by NETA certified tech and company, some say test to NETA standards, big difference.

Zog:

We have contested this issue several times and the customer/engineer/owner wavied the requirement in all but one case.

We have discussed this issue also, seems to be different all over the country but it comes down to the way the spec is written, if they want certified testing (NETA or NICET) they can put it in the specs. Some installations will required certified testing by the insurance carriers.

TEGG tried getting around the certification issue by sending guys to a week long class and handing them a flash suit and a NETA MTS and ATS and saying it was the same thing.
