400.10(B) Attachment Plugs... which only kicks in for 400.10(A)(3, 6, and 8)
Basically, if it's a portable luminaire, or your intent is to facilitate frequent interchange or maintenance and repair.
Would you rather be on a lift and have to unwire these things... or just unplug them?
Conversely, it is an additional component / potential point of failure.

I think if you utilize an attachment plug it has to be a twist lock plug. Not sure about the code requirement for that one though, if there is one.
Common sense would also dictate it's a good idea to keep it from slipping out and creating needless maintenance.

He wanted to hard wire them. I see no problem with 400.10(a)2.

if I am on a lift working on lights. Having them hardwired or an attachment plug won’t matter to me. I’ll work on them off my lift.

now a large A Frame ladder is a different story possibly

I was just adding on to your comment about 400.10.

The language in 400.10 seems to be pretty strict. If it falls in either of those categories (3, 6, and/or 8), I would argue 400.10 requires it have a cord and plug attachment. Now, you could design your install to be so that it either is... (1) intended to facilitate maintenance and repair... or (2) NOT intended to facilitate maintenance and repair... or as you said (A)(2) simply to wire a luminaire, in which case, no cord and plug would be required.

Agreed. I would prefer for them to be cord and plug if working off a large A-frame, which some places have to allow for regular maintenance and repair, as opposed to always ordering a lift and/or dropping what I suspect is anywhere from $10,000 - $20,000 for their own lift.

Not everybody has that kind of dough available, in which case, a large A-frame would be a good solution for regular access, IMO.
But some people are spoiled in that they work for companies that always provide them with a lift and make the mistake of thinking it is common to always have access to one. We can't all be million dollar companies with our own scissor lifts, lol.
