High-efficiency gas water heaters have an electric exhaust system, rather than the conventional one on a regular water heater. Are these required to be on a dedicated 15A circuit? Or can they be on the same circuit as the sump pump?

There is no special requirements for these pumps. Whatever general purpose circuit you have available will work

And if the power to the combustion air fan fails, the burner(s) will not start.
